The Windows-1251, also known as CP-1251, is a character encoding standard developed by Microsoft. It was designed to cover languages that use the Cyrillic script, such as Russian, Ukrainian, Belarusian, Bulgarian, and Serbian, among others. It employs an 8-bit encoding scheme, which can represent up to 256 characters. The first 128 characters are identical to those in the ASCII standard.
